Priore Announces Football Coaching Staff Additions

PHILADELPHIA – The George A. Munger Head Coach of Penn Football Ray Priore announced the addition of three individuals to his coaching staff on Wednesday afternoon, completing the group ahead of the 2025 season.
 
Tyree Foreman will be the Quakers' tight end coach, joined by new Director of Football Operations Elias Miller and Director of Player Personnel & Development Owen Hartman.
 
"I am thrilled to welcome Tyree, Elias, and Owen to the Penn Football family as we continue preparations for the 2025 season," said Priore. "Each of them brings a unique skill set, a deep understanding of the game, and a passion for developing our student-athletes. Their experience and energy will be invaluable as we continue to build on the storied tradition of this program."
 
Foreman comes to Penn from Temple, where he has spent the last two seasons coaching the running backs.
 
Prior to his return to Temple, Foreman spent four seasons with Towson. In 2021, Jerry Howard Jr. earned an All-CAA Third Team selection at running back, finishing third in the CAA with 84.7 rushing yards per game and earning four 100+ yard rushing performances. In addition, freshman running back Devin Matthews led the team in scoring with 48 points off eight touchdowns. In 2019, Towson's Yeedee Thaenrat, stepping into a starting role after injuries to a pair of backs, earned all-conference honors. He tied for sixth in Towson history with 14 rushing touchdowns in a season, averaging 5.9 yards per carry for 746 yards. Two running backs, Thaenrat and Adrian Feliz-Platt, averaged over 4.7 yards per carry, while five different Towson running backs had rushing touchdowns. Foreman spent 2018 working with the tight ends unit. 

Before Towson, Foreman spent two years at Tennessee Tech, working with the running backs and the tight ends. He was the offensive coordinator and associate head coach in 2017 and was acting head coach at the end of the year. Wide receiver Dontez Byrd was selected as a 2017 First Team All-OVC wide receiver with 1,003 yards receiving, the season record for the program.

In his first time at Temple, he coached many high-profile running backs from 2007-14 and guided the special teams' units from 2013-14.
 
Foreman started his coaching career at Army West Point in 2004 and helped make an immediate impact on the Black Knights' rushing attack under head coach Bobby Ross.

Foreman played his collegiate ball at Virginia, becoming a three-year letterwinner in the backfield at Virginia from 1999 to 2001, Foreman rushed for 636 yards and 11 touchdowns during his career in Charlottesville, averaging 5.0 yards per carry. He started at both the fullback and tailback positions, closing his tenure with 34 receptions for 387 yards (11.4 avg.) and five receiving scores.  

After departing Virginia, the Sandy Spring, Md., native, signed a rookie free-agent contract with the San Diego Chargers in 2002. He was released at the end of training camp but was signed to the Chicago practice squad in August 2002. He remained with the Bears throughout the season. Foreman was allocated to NFL Europe during the spring of 2003 and spent the season as the starting fullback for the Barcelona Dragons. 

Foreman earned a bachelor's degree in religious studies, with concentrations in Christianity and Buddhism, from Virginia in May 2001.

Foreman is married to his wife, Shakeya. The couple has a daughter, Cassidy.

"He brings a wealth of experience, having previously coached at Temple, where he developed high-profile running backs and thrived on the national level. His extensive background, including his roles at Towson and Tennessee Tech, showcase his ability to mentor players and enhance offensive strategies.
 
"I'm confident that Tyree's expertise and leadership will make an immediate impact on our program."
 
Miller will take over as Penn's Director of Football Operations after spending 2024 as the Penn Men's Lacrosse program's Assistant Director of Operations before being promoted to Director of Operations ahead of the current 2025 campaign. In total, he's worked three seasons with the program.
 
A graduate of Drexel, Miller has been with Penn Athletics since 2021, serving as an equipment manager from 2021-23 before moving into the men's lacrosse office.
 
While working with the equipment room, Miller was a full-time manager and the interim football equipment manager for the entire 2023 season.
 
While working with equipment, he also spent time as the men's lacrosse video coordinator during the 2023 season, filming and clipping game highlights for practice and scouting.
 
Miller is a native of Arlington, Virginia.
 
"Elias has a deep understanding of football operations and logistics from his past internships at Penn and most recently, as the director of operations for Penn Men's Lacrosse. He'll ensure that our program will run smoothly at every level," Priore said.
 
"Since he came to Penn in 2021 as an intern, I've seen him work his way up to where he's currently at. Our program is in excellent hands with Elias working tirelessly behind the scenes."
 
Hartman takes over as Penn's Director of Player Personnel & Development heading into the 2025 season. He just completed his first season as the Director of Football Operations at Marist in 2024. As part of the role, he was responsible for recruiting logistics, player personnel evaluations, in-game football analytics manager, yearly budgeting, and all other operational tasks. In addition, Hartman served as the program's NFL liaison.
 
In January 2025, Hartman worked the College Gridiron Showcase (CGS), a major pre-draft all star event for top college seniors. He collaborated with multiple NFL front offices as a runner throughout the event and assisted in setup and combine measurements.
 
Before Marist, Hartman was an offensive lineman for Johns Hopkins University under Greg Chimera, Penn's current offensive coordinator/Clarence S. Rockwell, VMD Quarterbacks Coach and David Josephson. In his collegiate playing career, the Blue Jays posted a record of 32-4 and made two appearances in the Division III Tournament, including a quarterfinal berth in 2023. Hartman was a Centennial Conference Academic Honor Roll honoree.
 
As an undergraduate, Hartman completed internships with the NFL Alumni Association and Major League Baseball's Philadelphia Phillies. In both positions, he worked in operations.
 
Hartman majored in Economics and minored in Accounting & Financial Management and Leadership Studies at Johns Hopkins.
 
He is a native of Mount Laurel, New Jersey and graduated from Lenape High School.
 
"Owen's passion for player development and mentorship will be instrumental in supporting our student-athletes both on and off the field," said Priore. "In his role at Marist, he has demonstrated tremendous leadership and a strong ability to build relationships, qualities that will be invaluable in guiding our student-athletes.
 
"His experience at Marist and background in high-level football operations make him a perfect fit for our program. I can't wait to see the positive impression he'll have on our players and staff."
 
In addition to the new hires, David Josephson takes over as wide receivers coach after coaching the tight ends in 2024, while also taking on the duties of pass-game coordinator. Longtime wide receivers coach Rick Ulrich will coach the running backs.
