Specific Functions of the Athletic Medicine Staff – Scope of Practice
The primary responsibility of the University of Pennsylvania Athletic Medicine Staff is to protect the health, safety, and overall well-being of our student-athletes, providing comprehensive healthcare in accordance with the five domains of athletic training, the Commonwealth of Pennsylvania practice standards, and the direction of our team physicians. Athletic trainers deliver services related to the prevention, evaluation, management, treatment, and rehabilitation of injuries and illnesses that occur during participation in University of Pennsylvania–sanctioned practices, conditioning sessions, and competitions.Â
All athletic training services are provided under physician supervision consistent with Pennsylvania law (49 Pa. Code §18.509) and the Athletic Training Practice Act. The extent and depth of athletic training services rendered, as determined by the team physicians, medical advisors, attending physicians, or athletic trainers are as follows:Â
- Domain I: Risk Reduction, Wellness & Health Literacy – Implement injury-prevention strategies, movement screenings, protective taping/bracing, and health education to promote safe participation and reduce injury risk. Â
- Domain II: Assessment, Evaluation & Diagnosis – Perform on-field and clinical evaluations, including musculoskeletal, functional, and neurological assessments, to determine injury severity and guide care or physician referral.Â
- Domain III: Critical Incident Management – Perform on-field and clinical evaluations, including musculoskeletal, functional, and neurological assessments, to determine injury severity and guide care or physician referral.Â
- Domain IV: Therapeutic Intervention – Design and administer individualized treatment and rehabilitation programs using therapeutic exercise, reconditioning, and approved modalities (heat, cold, light, water, electricity, sound, manual therapy, mechanical devices).Â
- Domain V: Healthcare Administration & Professional Responsibility – Maintain compliance with PA licensure and NCAA/Ivy League standards through accurate documentation, timely physician referrals, care coordination, facility/equipment management, and ongoing professional development.Â
- Timely Referral & Physician Collaboration – Athletic trainers provide care under physician supervision, ensuring prompt referral for any condition requiring medical evaluation and supporting a coordinated, evidence-based return-to-play process for all student-athletes. Â

The Athletic Training Department houses three state-of-the-art Athletic Training Rooms.Â
The Donald E. Frey Athletic Training Room at Weiss Pavilion is a 5,000-square-foot
Athletic Training Room located in historic Franklin Field. This room services Football, Men's and Women's Lacrosse, and Men's and Women's Cross Country and Track and Field. This room also serves as the "hub" of Athletic Training and is open for morning open hours as well as afternoon practice and game prep.
The Meuser Family Athletic Training Room is a 3,000-square-foot
Athletic Training Room located in the Tse Sports Center. This room services Men's and Women's Basketball, Wrestling, Gymnastics, Men's and Women's Fencing, Men's and Women's Squash, Softball, Men's and Women's Golf and all 3 rowing programs. This room is open for morning open hours as well as afternoon practice and game prep.
A 2,500-square-foot
Athletic Training Room is located in the Hollenback Building that services Men's and Women's Soccer, Baseball, Field Hockey, and Sprint Football. This room is open for afternoon practice and game prep.

Penn Sports Performance Recovery Zone
The Department of Sports Performance is proud to continue offering the Penn Sports Performance Recovery Zone, located in the Weiss Atrium. This dedicated space provides student-athletes with the equipment and resources needed to perform independent recovery work efficiently and effectively. Consistent, high-quality recovery supports greater physical readiness for training and competition, ultimately enhancing overall performance.
The Recovery Zone has also become a shared space for Penn Athletics, bringing together student-athletes from across teams to prioritize recovery while continuing to build community within our department.
Hours of Operation
This space is available for use during weight room open hours and will begin closing 30 minutes prior to the facility's scheduled closing time. We ask that all student-athletes treat the equipment with respect and help keep the area clean and organized so it remains enjoyable and accessible for everyone. As you do in the weight room and athletic training room, please return all items to their designated locations after use.

Silverstein Holistic Wellness & Concussion Center
The Silverstein Holistic Wellness & Concussion Center is a first of its kind in the Ivy League. Located above the
Frey Athletic Training Room in Franklin Field, the center brings together key areas of Penn's Sports Performance program in a collaborative, integrated space. It houses Penn's Sports Nutrition services and Bod Pod body composition testing, dedicated space for the Women's Health Athletic Trainer to conduct individual and small-group consultations, areas for concussion baseline testing and research, and a conference room designed to foster collaboration across all Sports Performance disciplines.
