NOTES

1. Olympic Development events are designed for post-collegiate athletes.

2. Rules of Eligibility: Athletes with potential high school eligibility may not compete for a club team (exceptions will be considered on a case-by-case basis and must be cleared in advance by the Carnival Director and Secondary Schools Chair.) Athletes with potential college eligibility must be cleared by the Carnival Director on a case-by-case basis.
Athletes who participate in this competition are subject to drug testing in accordance with the United States Anti-Doping Agency (USADA) Protocol for Olympic Movement Testing (USADA Protocol). Testing may take place after any round--preliminary, qualifying, or final. USADA will be responsible for conducting comprehensive drug testing, as well as the adjudication of positive findings. Athletes selected for doping control are required to sign a testing notification form by the assigned doping control chaperone, who will remain with each athlete until she or he arrives at the doping control testing center. Athletes have one hour from the time of notification before they must report to the doping control testing center. Once athletes complete the drug testing process, they are free to leave. Athletes with positive drug test results will have their cases adjudicated according to the USADA Protocol and will be penalized, if appropriate, according to applicable IAAF or World Anti-Doping Agency rules. Such penalties may include, but not be limited to, a period of ineligibility from competition, as well as disqualification from past competitions and cancellation of awards and prizes previously awarded. Any substance taken by an athlete is at his/her own risk and may result in a positive sample. BEWARE: some nutritional supplements, prescription, cold medicines and over-the-counter medications contain prohibited substances. Information regarding specific drugs and substances may be obtained by calling the USADA Drug Reference Line at 800-233-0393, visiting the www.usantidoping.org or visiting www.888athlete.org.

3. Team Membership:
No athlete may participate with two different affiliations in one Carnival.

4. Rules of Competition:
The rules of competition for clubs and unattached competitors at this year’s Carnival shall be The USA Track & Field 2007 Competition Rules, except where the longtime practices, special facilities, and special written rules of the Carnival may require otherwise.

5. Track and Field Surfaces:
The track, all jumping surfaces and the javelin runways are synthetic surfaces of 3/8" thickness.

6. Spikes:
Only 1/4" spikes are allowed.

7. Checkpoints:
Relay zone and jumping event checkpoints may be marked with standard white trainer's tape only. No other items may be used, including chalk, powder, duct tape, masking tape, tacks or safety pins.

8. Starting Blocks:
Will be provided by Penn. No starting blocks other than these provided will be permitted on the field.

9. Lane Priority:
Turn Races (9 lanes) 6-7-8-9-5-4-3-2-1; Straight Races 5-6-4-7-3-8-2-9-1-10; Shuttle Hurdles 3-4-2-5-1.

10. Verification of Receipt of Entries:
The Penn Relays will not accept entries after the deadlines (April 6 for Clubs). Coaches should check the website to verify that the Relays Office has received their entries (www.thepennrelays.com). In emergencies, coaches may call on the day before the deadline (215-898-6145). Please do not call for this information on other days.

11. Notice of Acceptance:
Acceptance into relay and individual events will be posted on the website (www.thepennrelays.com). All teams and individuals not listed are rejected and will not be allowed to compete.

12. Results:
Will be posted on a bulletin board next to the paddock area and on the Relays Web Site (www.thepennrelays.com) as soon as possible. Results will not be supplied to coaches in the Press Area.

13. Jury of Appeals:
Will be chaired by Bill Guy. A $25.00 fee must accompany an appeal.
